Configures a maximum PCU per grid, optionally counting connected and docked grids, and controls whether projections and merges are allowed once the limit is reached. A block welded to functional past the limit is removed and nearby welders can be disabled to stop weld spamming. Only new placements and welds are limited, so grids already over the limit keep working.
