TorchPlugin.sam44.AdvancedBans 1.0.0

Replaces the standard ban system with temporary and permanent bans that carry a reason, stored in a PostgreSQL database so several servers or clusters can share one ban list. Each ban gets a ten-character case ID for looking it up on a web page or unbanning the player, and every join checks the database and shows the reason before removing the player.
