TorchPlugin.LordTylus.ALE-PcuTransferrer 1.0.0

Adds administrator commands that transfer PCU, block ownership or both from a grid to a named player, to nobody, or forcibly while ignoring limits. The same plugin covers repairing damaged blocks, recharging batteries and tanks, protecting grids from damage or edits, and cleaning up grids whose owners have gone inactive.
