TorchPlugin.Crunch.AlliancesPlugin 1.0.0

Factions form alliances for a fee and share ranks, permissions and tax rates, a bank for deposits, withdrawals, payouts and dividends, and an alliance chat relayed to Discord. Alliances owe upkeep from that bank, and missing it disables upgrades and eventually deletes it. They can declare enemies or peace, capture territories and opt into war; shipyards, hangars and jump gates are config-gated.
